พุทธพยากรณ์: ถอดรหัสพุทธิปัญญาเพื่อการบริหารกิจการบ้านเมืองที่ดี

บทคัดย่อ พุทธพยากรณ์ หรือพุทธทำนาย มีเนื้อความปรากฏอยู่ในพระไตรปิฎก และอรรถกถามหาสุบินชาดก เอกนิบาต ขุททกนิกาย เป็นพุทธดำรัสที่สะท้อนความจริงของสังคม ที่พระพุทธเจ้าทรงมีพระดำรัสแก้มหาสุบินนิมิต ๑๖ ประการ ของพระเจ้าปเสนทิโกศล พระราชาผู้ครองเมืองสาวัตถี ที่ทรงฝันแปลกประหลาด โดยนัยว่า มหาสุบินนิมิต ๑๖ ประการนั้น จะไม่บังเกิดในรัชกาลของพระองค์ แต่จะเกิดขึ้นในยุคสมัยที่คนพากันห่างเหินออกจากศีลธรรม ประพฤติตนนอกลู่นอกทาง ละทิ้งวัฒนธรรม ประเพณีอันดีงามเท่านั้น บทความทางวิชาการนี้ มีวัตถุประสงค์เพื่อศึกษาพุทธพยากรณ์ ในประเด็นที่เกี่ยวข้องกับการบริหารกิจการบ้านเมืองที่ดี ตลอดถึงการตระหนักรู้ และการปรับตัวท่ามกลางกระแสโลกาภิวัตน์ เพื่อเตรียมความพร้อมกับสิ่งที่จะเกิดขึ้นอย่างมีสติ และรองรับสถานการณ์ที่เปลี่ยนแปลงไปอย่างรวดเร็ว อันเป็นผลทำให้ธรรมชาติเกิดวิปริตผิดปกติ อุบัติเหตุเภทภัยเกิดแก่มวลมนุษย์สุดที่จะคาดเดาได้ ตามนัยแห่งพุทธทำนายที่ได้ทรงพยากรณ์ไว้เมื่อ ๒,๖๓๙ ปีมาแล้ว ซึ่งจะเห็นได้ว่า เหตุการณ์ต่างๆ ที่ทรงพยากรณ์ไว้นั้น ล้วนมีความแม่นยำอย่างสุด และได้เกิดขึ้นเป็นจริงแล้วในปัจจุบัน ทั้งนี้ เพราะพระดำรัสของพระพุทธเจ้าเป็นหนึ่งไม่มีสอง การถอดรหัสพุทธิปัญญาที่ทรงพยากรณ์ไว้ ในส่วนที่เกี่ยวข้องกับการบริหารกิจการบ้านเมืองที่ดี จะเป็นการเตรียมความพร้อม การปรับตัวในการบริหารประเทศ และจะช่วยแก้ไขปัญหาระบบเศรษฐกิจที่ตกต่ำ สังคมที่ระส่ำระสายสับสนวุ่นวายได้อย่างแท้จริง เพราะในพุทธพยากรณ์ทรงตรัสไว้อย่างชัดเจนว่า ผู้บริหารประเทศ จะต้องป็นผู้ตั้งอยู่ในธรรม มีความรอบรู้ มีความสามารถ มีความซื่อสัตย์สุจริต ไม่มีอคติ คำนึงถึงประโยชน์ที่จะเกิดขึ้นแก่ประชาชนหมู่มากเป็นสำคัญ มุ่งพัฒนาคุณธรรมจริยธรรมและหลักธรรมาภิบาล (Good Governance) เพื่อเป็นการกระตุ้นเตือน ปลุกจิตสำนึกให้คนมีคุณธรรมจริยธรรมในใจ และเพื่อการอยู่ร่วมกันในองค์กร สังคม และประเทศได้อย่างมีความสุข คำสำคัญ : พุทธพยากรณ์, ถอดรหัส, พุทธิปัญญา, การบริหารกิจการบ้านเมืองที่ดี Abstract The Buddha’s Prophecy can be seen in the tipitaka and the Khuddakanikàya Atthakatha, the Great Dream Jataka Tales. It is what the Buddha interpreted the 16 bad dreams of the King Pasenadi of Kosala. The Buddha gave the king the interpretation that the dream had no bearing at the present time, however, in future time when people are unrighteous and are far removed from deliverance. The purposes of this research is to study the Buddha’s Prophecy in the aspect of the good governance including adaptation during globalization to prepare to deal with upcoming situation mindfully. The sudden changes result in natural disaster which impacts human beings worse than ever expected. It is clearly seen that what the Buddha said since 2,639 years ago is true and it already happened nowadays. What the Buddha said is true. Coding the Buddhist intellect for good governance which the Buddha had interpreted is good to prepare to manage and to solve economic problems including trouble society. According to the Buddha’s Prophecy, the governor of country should be righteous, be proficient, be skillful, be honest, unbiased and take common interest into consideration. To improve virtue, morality and good governance is to support people to remind themselves of morality and ethical principles for living and working together harmoniously.
